However, Having a number in your contact list before sending messages to that number is not compulsory.
WhatsApp comes with a ' Click to Chat' feature that allows users to send messages to someone not in their contact list or phone's address book.
You cannot send messages to someone whose number is unknown to you. That is, you must know the person mobile number before you can try sending messages.

To create the link,

After phone=, insert person's full phone number in international format, after eliminating any zeroes, brackets or , plus sign. For example:

Use:

Don't use: 

https://api.whatsapp.com/send?phone=+001-(555)1234567

Or

https://api.whatsapp.com/send?phone=+2348100801871

By clicking the link we just created, a chat with the person automatically opens. This 'Click to Chat' works on both phone and WhatsApp Web.
You'll be redirected to what's and sent to a chat with the person.
